The Pembina County Job Development Authority (JDA) was one of the first county JDA’s in North Dakota. The Red River Regional Council (RRRC) provides contracted professional services to the Pembina County JDA, which is governed by a Board of Directors. 

The Pembina County JDA Board meets on a bi-monthly basis in rotating locations throughout Pembina County. The JDA explores new business development opportunities, supports local community development efforts, and provides financial and technical assistance to develop and implement development projects.

Pembina County Storefront Improvement Grant Program

The purpose of this grant program is to improve the storefront presentation in Pembina County and to assist local business and property owners in reducing the cost of capital improvements that increase the visual appeal of a building.

The goals of this program are to:

  1. To improve the visual appearance of storefronts in Pembina County
  2. To incentivize continued revitalization of Pembina County’s business districts
  3. To encourage new businesses to relocate to vacant buildings
  4. To lower the cost of property improvements for business owners
  5. To assist businesses in expanding their customer base

Pembina County Self-Help Program

This program is for cities located in Pembina County to use for community betterment projects.

There are many ways communities can use these county funds for betterment projects. Examples of projects Pembina County communities have used the funds toward include playground equipment purchase, sidewalk replacement, city beautification, and city sewer line maintenance.

The main objective of this program is to promote community development within the communities of Pembina County.

Each city may submit up to two applications for two separate projects. Both projects are not required to be city projects. For example, the park district or other non-profit organization can apply for a project if agreed to by a city. However, a Pembina County city must be the applicant.

Pembina County JDA Director

In 2022, the PCJDA Board decided to shift from a part-time to a full-time director for the first time in its history. This shift will allow full time dedication to Pembina County’s community and economic development projects and initiatives.

In early 2023, the Pembina County JDA hired Angelle French as its first full-time director. She had previously served as the Walsh County JDA director.

The PCJDA is supported by the Red River Regional Council (RRRC) and has been since its inception. The RRRC supports the PCJDA by Lori Estad as the office and fiscal manager and Dawn Mandt, Executive Director of RRRC, in addition to the entire team at RRRC.

French holds a bachelor’s degree in accounting from the University of Minnesota-Crookston and a Master of Business Administration from the University of North Dakota. French currently serves as the President of the Rendezvous Region Tourism Council and an ex-officio member of the Pembina Gorge Foundation Board. French resides near Hamilton, ND with her husband and young son.
