About Us
The Red River Regional Council has teamed up with the Nelson County Job Development Authority (NCJDA) to help grow businesses and communities from 2024 to 2026 which has been a partnership since the JDA was established. This partnership focuses on Nelson County but is also part of a larger regional effort that includes Grand Forks, Pembina, and Walsh Counties. By working together, we can offer expert support, strong networks, and resources to help each county grow while focusing on local needs.
Job Overview
We're looking for a dedicated and motivated Executive Director to help make Nelson County a better place to live, work, and visit. This role involves attracting new businesses and residents, supporting existing businesses, writing grants, managing projects, and working with the community. You'll also help with planning for the future, improving quality of life, and addressing important issues like housing, workforce development, and childcare.

What You'll Do
Planning & Strategy (10%)
- Help create a long-term strategic plan every few years and update it annually.
- Work with the Board of Directors, local groups, and the Red River Regional Council to make sure Nelson County’s plans align with regional goals.
Economic & Community Development (50%)
- Promote Nelson County to attract new businesses and residents.
- Meet with potential businesses and support existing ones.
- Apply for grants and manage funding for community projects.
- Provide information and resources on local economic trends.
- Work with state and federal agencies to support development.
- Help businesses with loan applications, business plans, and financial planning.
Managing Finances (10%)
- Oversee the budget and financial reports.
- Monitor loans and support businesses in managing repayments.
- Day-to-day fiscal management provided by RRRC Fiscal Manager.
Board of Directors (5%)
- Prepare for and attend bi-monthly JDA Board meetings.
- Train and support new JDA Board members.
- Share regular updates on projects and progress.
- Attend bi-monthly RRRC Board meetings.
Communication & Outreach (10%)
- Keep the NCJDA website and social media updated.
- Create marketing materials and reports.
- Inform the public about NCJDA activities.
Community Engagement (10%)
- Collaborate with local and regional development groups.
- Stay involved in workforce and tourism initiatives.
- Attend meetings and events to stay updated on economic trends.
Professional Development (5%)
- Build relationships with community leaders.
- Take part in economic development organizations and stay informed about new ideas.
What You Need
- A two- or four-year degree in business, marketing, communications, or a similar field (or 5+ years of relevant experience).
- Strong computer skills, including graphic design and website management.
- Problem-solving and strategic thinking abilities.
- Knowledge of business growth and community development.
- Familiarity with rural North Dakota and its opportunities.
- Great communication and relationship-building skills.
- Ability to multitask and work independently.
Other Details
- Some travel required.
Pay & Benefits
- Salary: $27,500 - $37,500 per year (based on part-time, 50% position).
- Phone allowance: $40/month.
- Mileage and per diem reimbursement.
- Pro rata paid vacation, sick leave, and holidays.
- Retirement plan with a 10% salary contribution.
