Community Businesses Approved for Flex PACE Loans
At its May 12 meeting, the Pembina County Job Development Authority approved community-share participation in two Bank of North Dakota Flex PACE loans supporting growing local businesses.
As a partner in the Bank of North Dakota’s Flex PACE Program, the PCJDA provides a deferred loan that serves as the local match required for the Flex PACE interest-rate buydown. This buydown lowers the borrower’s interest rate, making financing more affordable and accessible for businesses investing in real estate, equipment, and working capital within their communities.
Little Giggles Daycare, LLC was approved for up to a $13,581 community share to convert a construction loan from a recent expansion into permanent financing. The expansion added five child-care spots, and the daycare now employs four full-time and two part-time staff. The City of Cavalier is partnering with the JDA to share in the community match.
The No Name Bake Shop, LLC was approved for up to a $10,756.37 community share to support the purchase of a bar and the renovation of its bakery in Neche. The City of Neche is partnering with the JDA to share in the community match.
Manufacturing Day Planning Continues with Walsh County JDA

Planning is underway for Manufacturing Day 2026, a joint effort between the PCJDA and the Walsh County JDA to introduce students to local manufacturing and skilled-trade careers. The PCJDA board committed $1,000 from its budget toward the event and has secured a $500 grant from the Larry J. Wilwant Community Foundation in the City of Pembina. Additional community foundation applications are pending.
Marketplace for Kids Engages More Than 500 Students
The PCJDA supported the Marketplace for Kids Grafton Education Day on April 10, which engaged more than 500 students from across the region. The program gives students hands-on opportunities to explore creativity, entrepreneurship, and career pathways close to home.

Storefront Improvement Grant Supports The Chuck Stop
The JDA approved a Storefront Improvement Grant of up to $5,000 for The Chuck Stop in Crystal. The grant will help fund a new exterior door, entrance flooring, decorative rock, outdoor lighting, and permanent planters designed to be used year-round.
